What is the European Banking Authority?
The European Banking Authority (EBA) is a body that aims to guarantee a level of security
— as well as fair and effective regulations — across the entire European banking system. To maintain the financial system's health and economic stability, this independent institution takes regulatory measures that align with all countries. One of the objectives of its standards is to increase the security levels of financial institutions, their transactions, and their IT systems. With all of the technological transformations in progress, the EBA seeks to ensure that all of the financial data in the European banking system evolves in a secure environment that is transparent for all relevant supervisory authorities. Since sub-contracting is so commonplace in the financial services sector, this can lead to issues with monitoring and inspections.
In France, there are are strict regulations for essential service providers to avoid this problem.
The French Prudential Supervision and Resolution Authority (ACPR) has the right to monitor and inspect these services. Financial institutions must establish transparency and monitoring clauses with their sub-contractors. One way to improve the monitoring of outsourced activity is to ensure that service providers are compliant with a variety of monitoring standards: SAS 70 reports, ISO standards (ISO 27002 relative to the security and confidentiality of data, ISO 20000 relative to the certification of IT services), COSO and COBIT standards, ISAE 3402 standards relative to the outsourcing of accounting operations, etc.
